The Terragen Sphere - the region of space so far colonised by sophont beings from Earth (humans, AI, cyborgs, sentient von neumann machines, whatever) is vast indeed, and home to countless different civilizations and empires. But not all of them are friendly to humans.
The civilizations and empires that are form a collectivity that is known simply as the Civilized Galaxy. This where it is safe to be, where your sentient rights are respected, you will be well treated (generally), will be free from harm (if in an "angelnetted" polity), have access to anything you want - materials, information, pleasure - anything! In short, it is, ideally, utopia, although some polities are obviously better than others.
But even utopias as rich as these ones can be boring...well, they can be to some. And hence, beyond the borders of the Civilized Galaxy are other places and polities and regions, where things aren't so safe. Here dwell ahuman ai that would enslave organics and use them as remote processing nodes, prowling autowars with the firepower of entire battleships, transapient blights, unpredictable nanecologies, rogue ISOs... and all measure of bogey men, monsters, the unknown. Here also are unclaimed worlds, rare artifacts, treasures beyond imagining.
For those who wish to risk all....
No-one will stop you from leaving, there are no bars or barbed wire around the utopias. But few, understandably, take up the challenge. And so for trillions of sophonts, it is better, safer, more comfortable, more satisfying, to stay within the protective boundaries of the Civilized Galaxy
