Throughout the civilized galaxy and beyond, bribery exists, especially in areas with restrictions. The level of technology will also restrict this. It is hard to smuggle stuff in an angelnetted technotelepathic zone, but not impossible.

Among the biggest bribe payment categories are banned information and banned technology (by 'banned' is also meant commodities restricted to groups other than the official in question).

One way this can be made to work is to have Guides for different areas. You pay the guide, they get things done, and you don't ask too many embarrassing questions.
This is often how some megacorps do business in areas where bribery is an expected mode of business.
