It's very, very sensitive; it's almost as sensitive as physics allows.

This gives a bit more information, but it also has the sorts of errors that journalists are wont to introduce, e.g. it doesn't "turn radio into light". It modulates reflected laser light.

It sounds like it would be great for a sensitive miniature radar system. The radar microwave emission would carry some reasonably long string of numbers, that way the ping back could be distinguished as not coming from another radar, or a natural source.
