We do actually have mobility denial ribbon in the setting already IIRC.
If the goal is to stop someone with minimal risk to themselves, this sort of thing (or a foam equivalent for large crowds) might be the best option.

A very slippery goo is an interesting concept. Especially if it alternates between slippery and tacky at random; that would make regular walking very difficult, if not impossible.
