The new material is comparatively simple to make but requires free-fall conditions to synthesize.

I've edited all these - thanks! I think that with a conversion drive, Phobos might bbe able to reach Proxima, so I've changed it to that. After such a journey the main bulk of Phobos would probably be missing, converted into conversion fuel and propellant.
