The Eternal might also either be aestivating parts of itself or even it's entirety, with the part that Terragen see just being the part protecting the rest. Also, the Muuh might be playing a similar role for hidden members of their civil. Or not so hidden if we consider that wormhole they are putting so much effort into keeping everyone away from.
Of course all of these could work as either 'facts' of the setting or as rumors.
Finally, various Terragen groups could also be engaging in 'Deep Time Migration' in various forms with the goal of jumping forward into the deep future for various reasons.
