I disagree that the average modosophont has "no control over what direction their polity takes."
Quite a few systems/polities/Sephirotics list their government type as "Cyber-democracy," meaning anytime a major decision is to be made, each individual citizen is able to use their DNI to contact the local noosphere and place their vote, gripes, arguments, whatever, and expect a direct and immediate response.
In other words, the average modosophont in a cyber-democracy actually has more say in what their local government does than the citizens in the representative democracy I live in IRL. They don't have to depend on an elected official to vote for them on a bill, passing laws, or altering taxes.
Each citizen gets to add their direct input in real time.
