Ooo cool so a solid ice giant? Could be a good place for aquatics to colonise. Lay a giant "mat" of heaters powered by fusion to melt a portion of the ice into the sea. Have the mat float on top warming it to keep it liquid and fuel an ecosystem

Ice giant refers to Neptune/Uranus type planets, though of course there is a chance this world could be a superterrestrial planet.
