Closest and Smallest Black Hole Known Discovered

The lower mass limit of a black hole is related to the Tolman-Oppemheimer-Volkoff limit, the highest mass for a neutron star. Since there is at least one pulsar with a mass of 2.74 Sol, the smallest black hole is likely to be greater than that. But there are other uncertainties; such as - does the star lose mass-energy when it collapses into a black hole?
