Maybe it'd read better if you were to explicitly include all of the possibilities.
My understanding is that all sizes of objects can be formed directly from the original gas cloud, and that sometimes the smaller objects are so small because they were prevented from becoming larger due to the winds from nearby proto-stellar objects blowing away the gasses and dust in their vicinity, causing them to be "starved" of material. Also, my impression is that bodies can form within planetary systems both by gravitational collapse and by accretion.
It's all so complicated....
